What this review is
A read of what a visitor, and Google's ad crawlers, can reach on harbourdental.example, set against the rejection wording supplied on 6 October 2026. It reports what the public site shows. It does not promise approval, and it cannot see anything that lives inside the AdSense account.
What was read
The home page, the navigation, and twenty-two of the site's pages, each named in section 02. The robots file as served, the ads.txt as served, and the ad code on three pages. Everything was read on 8 October 2026.
01 The notice, and what it can be tested against
The notice gives one reason, low value content, and names no page. Google publishes several grounds for refusing a site, and they separate into two kinds. A public read can look at content, navigation and what the crawlers are allowed to reach. It cannot look at a duplicate account, an identity or payment problem, or where the traffic comes from.
This review covers the first kind and says so wherever a finding could have a second explanation inside the account.
02 What the public site shows
Twenty-two pages were read. Nineteen are service pages built from one template, each carrying two paragraphs and the same list of clinics. The remaining three are the home page, a contact page and a page of opening hours.
The three: /, /contact and /opening-hours. The nineteen service pages: /services/check-ups, /services/hygiene, /services/fillings, /services/root-canal, /services/crowns, /services/bridges, /services/dentures, /services/implants, /services/veneers, /services/whitening, /services/braces, /services/aligners, /services/childrens-dentistry, /services/emergency-dentistry, /services/extractions, /services/gum-treatment, /services/mouthguards, /services/sedation and /services/sleep-apnoea.
The service pages differ from one another in the name of the treatment and in nothing else that was observed. The language throughout is English, which is a language AdSense supports.
03 What the crawler is allowed to reach
The robots file has a group addressed to Mediapartners-Google, the AdSense crawler, that disallows the whole of /services/, which is where nineteen of the twenty-two pages live. Google's documentation of its special-case crawlers says that crawler ignores the global group and follows rules that name it, so it is this named group that keeps it out, and what remains reachable to it is the home page, the contact page and the opening hours.
The ads.txt is served and holds one line with a publisher id. Ad code appears on the home page only, inside a sidebar that is empty when the page is printed.
04 What to change first
The ranked list, with what was observed beside each item.
- Remove the Mediapartners-Google disallow on /services/, or accept that the AdSense crawler reaches three pages. The disallow was observed in the robots file as served on 8 October 2026.
- Give the service pages something a reader could not get from the clinic list, which they currently repeat verbatim on nineteen pages.
- Decide what the contact page is for. It carries a form and no text, and it is one of the three pages currently reachable.
Each item says what would change about what a reviewer receives. None of them is a prediction of the decision.
05 What this review could not see
The notice names a category rather than a page, and Google says it may review every page of a site rather than the address that was submitted.
Nothing inside the account was visible here: a second account, the identity and payment records, and the sources of the site's traffic. If the refusal rests on one of those, nothing in this document would show it.
How this review is checked
Every page named in section 02 was fetched and read on the date given, and the robots and ads.txt lines quoted are as served on that date. Where a line came from Google's published policies, the policy is named rather than paraphrased as a rule. Nothing here is a statement about what Google will decide.
